I see that some of yall do that, so how is it done?

I was thinking maybe blow up the image, than smudge the hell out of it, but wasnt sure...

^^thats pretty much it homie but you gotta use the bur tool and the dodge tool alot, the tut I had for it dont work anymore, but i'll look out for another 1 for you

u have to open the pic then go to filter >blur>smart blur than u use the dodge tool and the burn tool
u use the dodge tool wereis like a lil light
and use the burn tool were is dark
then u use the blur tool
and if u want duplicate and put overlay on 65%

dodge it where its light and burn the dark then do a li glsian blur n ur good
